It is my understanding that all of Ellis Island is NPS property. I suppose a barge or something could have been the landing area, though. Samurai136 0 #5 October 3, 2006 Liberty Island is the NPS Federal park in the Parachutist photo. at least according to GoogleEarth Ellis Island is about 2900' away from Liberty Island. Liberty State Park (the shore) is slightly closer. I don't think the state park falls under NPS jurisdiction.
