There are reasons for this, but mostly tax incentives for the employer. This applies not just to Vets, but other special groups you are probably not a member of. Yes, it sucks ass. No, there is nothing you can do about it. If the company can hire a special group employee AND get a tax rebate for doing so, members of the population not in that group are going to get screwed over. So, the reason you're on welfare?
