It's totally closed around the riser now. Creating two weak points, and and eye shaped hole! This is not mild steal, is isn;t going to bend like lead! The ROV is there now. They should start running the wire saw soon. I'm not completely sure about what I'm looking at, but it looks like the cutting tool device is "hung up" on one of the flange bolts and the hydraulic cylinders can't draw the cutter to the pipe.
