I can name most movies but suck at remembering character names. It was that guy who just got out of jail, think he was a made man. He said it to the short guy that everyone took the piss out of (lets assume his name was tony) in a bar, who then beat, shot & stabbed him before burying him in the woods with his mums shovel and the help of de Niro (I think) & the main character (freddy/henry?). Then had to dig him up because it was becoming a building site or something. Then got killed for killing him.

Billy Bats, played by Dennis Farina (he was a cop in the mob TV show Crime Story). And it was Tommy (Joe Pesci) and Henry. The rest is absolutely correct. Killing Bats is what got Tommy whacked when he thought he was going to be "made".
