You didn't hear about that? It was big news. The subject was supposed to be all the stray dogs in his country (the dog probably would have died of starvation on the streets anyway, but thats an opinion not fact). The really odd thing is as much as everyone complained and protested no one did anything. If someone really wanted to help all they would have had to do is unchain the dog and walk out.
