When I lived in Ottawa, I did the paperwork and written exam at the FAA office in Syracuse, New York.
The FAA accepted my CSPA Rigger A rating and logbook for pre-levels.
A month later, I drove down to Elizabethtown, Pennsylvania to do my practical test with FAA DPRE Dave DeWolf. Dave was great - teaching me trick for patching canopies - and insisted that I earn all three ratings, even though I had never touched a seat pack in my life. It was long day, but I walked away with an FAA Senior Rigger license with all three ratings (back, chest and set) and a full belly. Dave bought pizza.

Note, the procedure for FAA written tests has changed, now you can "write" them on computers at many Sylvan Learning Centers. Check with the nearest FAA FSDO for a list of approved computer learning centers.
