However, the main question is about certification.
Most modern parachutes are made under a quality control process called "Type Standard Order."
TSOs originated in the United States and were later adopted in South Africa, Australia, Canada, etc. Recently the European Union adopted "ETSO" as their common standard for parachute manufacture.
As long as your parachute has a label saying "TSO, ETSO, JTSO" you can jump it legally in Germany and most other countries.
The French used to have a similar system called EQ??? that was similar, but now French manufacturers are shifting to the ETSO process.

No taxes involved, luckily. But the DFV has it's own rules about what can and cannot be jumped and AFAIK even the main canopy has to be checked by a rigger and signed off, if you have a German licence. Reserve repacks vary from 120 days to 1 yr depending on container and reserve manufacturer/type.

(sidenote: hey they'll let you do SL /AFF from the age of 14 in Germany!)
