They're (the FAA) probably (my guess) going on the initial crash site reports, along with its been confirmed that 7 are known dead and making the (likely) conclusion that all 10 are deceased.

I'd imagine (or would like to think) they (the FAA) has some guidelines on how to write their preliminary reports.

Its not going to change anything and if they were to find survivors, that would be a good thing. Its all part of "preliminary." I wouldn't beat them up too badly.

You don't have to agree with it; it's a preliminary report, the very first entry just to get something down on paper and make a record. It is known that 10 people were supposed to be on the plane and at the time of filing they found no survivors. If something changes, they'll amend it in the final report.

Despite what some people may think, almost everything the FAA does has a procedure of some sort. Almost nothing is done in an arbitary fashion; especially when it comes to accidents.

i have the same question. i also saw a report that stated that the effort has shifted from a search and rescue to a recovery. the info we has right now is that there are three people who had access to parachutes who were not found in the wreckage. have investigators counted rigs? are they doing a broad search for the missing three? if not, why not? it just doesn't make sense to say there are 10 fatalities when only 7 people have been found.

The problem is that the optional deice system on caravans is not designed or approved for flight into known iceing, it is a 'get out of jail' system however it does give pilots flying illegally into icing conditions the confidence to try and fly through or climb out of trouble. This trap has caused the demise of many cessna caravans in the commercial (cargo) world - but may not have anything to do with this incident.

Caravans are certified for flight in known icing conditions. There are several AD's dealing with the vans in the ice however. Basically, get the hell out if you find yourself in the ice.
