He was an amazing portrait photographer/stills photographer, and loved flying nearly as much as he loved taking pix. He stayed "New York" even in Phx. Police are in the chase because it is there job. They are doing it to protect the public. Spectators (news media) were in it to protect ratings. As tragic as it is, the line must be drawn somewhere. If the driver of the pursuing car was not a police officer, and did not back off after being told to by 911, then they are responsible for reckless driving and unnecessarily endangering other drivers and pedestrians. (Yeah it sucks that they were the victims of a hit and run, but that doesn't give them the right to endanger others by recklessly chasing the other vehicle.)
