He's the kind of person who would just pay the thing and be done with it, so you can imagine my surprise when he decided to fight it. He spent a lot of time doing research and had a few pages of documentation by time his court date arrived. After presenting the info. from only the first page of his notes, the judge said "case dismissed." One of the things that got him off was the simple fact that a city cop issued the citation OUTSIDE the city limits.
