Help in translating something from Gaelic

My niece's boyfriend is doing some research and found an article that might be helpful for his project. Only problem is that it is in Gaelic. Is there anyone out there that could help him by translating it into english? The article is two pages, but only a couple of paragraphs need to be done.

My Irish has gone to pieces in the last decade or so, but if Ted can't help, I'm sure I work it out. Failing that, my brother is fluent.
