noisey neighbors in an apt complex

So as I'm sitting here enjoying a peaceful afternoon of postwhoring and rocking to my iPod I hear a car horn repeatedly honking outside my back door,completely ruining the nice quiet atmosphere.

I live in a corner apartment in our complex's 'townhouse' building.In the apartment behind me there lives a hispanic family.When they have company or someone is coming to pick them up or whatever the case may be,their friends/family/whoever will parallel park directly infront of their front door and lay on the car horn to announce their arrival rather than getting out and walking the 4feet to the door and knocking.This will go on indefinitely until someone from the apartment comes out to the car.Its gone on as long as 45mins+ Every few minutes you'll hear a series of honking and thats if they dont just lay on it a good while.This goes on at all times of the day and night and it can be heard in every room of our apt.

I've tried to go out and talk to the family in the apartment and they give me the standard "no habla english". I've tried talking to several of the drivers and get the same "no habla english".I've played the pantomime game to try to get my point across and they still sit there saying "no habla".I know for fact thats bullshit b/c I've seen the management speak to the family in english and they "habla" them just fine!Same goes for the drivers.I've heard them speaking in english aswell.So how hard is it to "habla" being courteous enough to walk their lazy ass 4 feet and knock on a door?!

I've talked to the management about this before and they said they couldnt do anything about it b/c the people actually making the noise (the drivers) were not tenants.I dont understand this logic b/c in our lease it specifically says that we,as tenants are personally responsible for all of our guests while they are on apt property an they have to follow the same rules as tenants.So why doesnt this apply to keeping someone's noisy guests quiet?

Luckily the complex has relocated our old manager and hired a new one.I'm going to try again to go through management to get this resolved.But honestly,what are my options if they dont do anything?I cant call the cops for noise violation b/c its private property and by the time they got there the honking assholes would have picked up their friend and left anyway.Do I have any other course of action?

??? Every time I've called the cops on noisy assholes, the noisy asshole has been on private property and the cops have showed up.

Even if the noisy assholes are gone by the time the cops arrive, you can always send them to knock on the door of the noisy assholes friend's apartment. I'd think seeing a nice police officer or two at their door would encourage them to tell their noisy asshole friends to knock it the fuck off...

edit to add - Another option would be to learn how to say "tell your friends to knock off the fucking horn shit" in Spanish.

Have you talked with your neighbors about it? Might not work, but it's worth a try.

edit... actually it seems you have... but just going out there, even if "no habla" will convey your annoyance.

Yeah,thats what my husband said.Since we're going up to my parents' place tomorrow and my dad speaks fluent Spanish(and I dont mean 'textbook proper' Spanish either.He grew up near the Texas/Mexico border in the Rio Grande Valley.Plus hes worked with alot of Spanish-speaking co-workers) so I think I'll get him to teach me a few things to relay to my "no habla" friends.

I never said I was going to start a fight.They are the ones being difficult with their fake "no habla" BS.So I'm simply going to ask them to stop the honking crap again and if they tell me "no habla" thinking that will get rid of me then I'll turn around and tell them in their own language to STFU with the honking!

Its either that or buy an air horn and blow it outside their apt daily until they complain or the office complains.Then I'll bet something will get done about the damn honking.(I'm kidding.I wouldnt do this.I'm just pissed at the lack of manners these people have.)

I honestly dont want a fight with these people.I want to be left alone,to live in my apt in peace w/o it sounding like I have the Houston beltway on my backdoor.

There's definitely a peaceful solution, tho don't ask me what it is. Cops at their door should at least scare them, maybe see if they'll issue a nice big fine for disturbing the peace (as she said, the lease specifically states tennants are responsible for their guests).

its simple.... walk up to the car shove a 357 in there face and tell them if they blow the horn again EVER you will redecorate the inside of the car... it helps if you have nice shinny hollow points in the gun ....

An example - an employee passed away in a car crash. The community found out he was sending money home to his mother to support the family. Suddenly all the employees chipped in and sent enough money "home" to pay for all the funeral expenses, AND BUY THE FAMILY HOME.

I don't know much about much, but I remember being honked at in New York City - the culture capital of America...

I'll agree with you there on both counts. Great people, but again, some things fly better in other countries. A somewhat difficult idea to express without seeming racist. Rereading what I wrote, it seems pretty ignorant, which is not what I intended.

And yes, I've had some pretty obnoxious white neighbors too.

I've lived around quite a few recent arrivals from Mexico. I've had more issues with "white" neighbors than I've ever had with Mexicans.

Besides, I only carry .45s and I'd like it very much not to lose my CHL before it even arrives in the mail.So although guns might be fun,it ain't happening here b/c I dont want to try to explain how someone honking a horn justified the 'discharge of a firearm in city limits' or 'threat of using deadly force'.

uhhh...no.I only do that to people I LIKE.They do not qualify.But I do leave my bedroom window blinds partially raised so the cats can get in the window.So if they see something accidentally thats their problem.But that'd be hard to do since its upstairs and my window faces a solid wall.You'd have to really be trying hard to see anything from the street,if at all.

Hell I should just start confiscating all their shit that they leave by their doors:coolers,mini BBQ grill,lawn chairs,cases of beer,kid's bikes etc. as a PIA fee.
