Yep, the vinegar is an effective tool for behavior modification. I used to use big spray bottles with vinegar and water when I worked with young tigers. The look I got was absolutely priceless: "BITCH WHAT THE FUCK DID YOU DO THAT FOR!?!?!?!" So any use of force, especially at your hand, will be taken as a reason to fear you and can end up making the situation worse. Part of the reason it doesn't work as well as you would want it to is because it doesn't necessarily associate the punishment with what it is doing that you are punishing it for. That's why cats that hate getting squirted with the water bottle will usually (in my experience) quickly turn and run when they see you holding it. You are teaching them to fear you, specifically when you carry a water bottle. So if your cat is playing with you while you are holding it, and it starts to bite you. You need to stop the interaction immediately and come back after a while. If it likes playing with you, it will associate the behavior with something it likes being taken away. This is the essentially the most positive way to correct behavior in animals that don't respond to negative-reinforcement. Again, you should never physically punish your cat.
