A broke student, with student loan debts (lots of that) and a future 3-4 years of high stress and low pay.... then after that, he'll have the money for the hookers, but not the energy or spirit.
**serious answer. I say it to all that are cherished by me, as often as needed and then more. Those that are dear to my heart will know their importance. I have missed the opportunity in the past and vow that it will not happen again. There is little more crushing than to say those words to your friends after they have died.

I also like what LMarie said about NOT saying it after sex "IF" it is the first time you say it. Now that said, if your sweetheart makes you lose track of the time/space continuum she (or he) deserves AT LEAST an "ILY" and you volunteering to sleep in the wet spot.

IMHO I believe that it is wholly possible to overuse the word love.
Surely your actions, and treatment of the ones you love mean way more than just the actual going through the motions of saying 'I love you'.
Unless of course you say it with the same passion, thought, emotion, and mean it. I don't think it should be used at every opurtunity (takes the special-ness out of it surely?)
Saying it for the sake of it demeans it in my opinion. But having said that I know that I make sure my better half knows I love her because of the way I treat her. And she treats me. It's a two way street after all.
