Probably because it's an extra 25 Euros which I don't think a person want to pay if they don't want to upgrade but simply got their previous installer lost or deleted. I understand paying for more features one can use, but if you don't plan on using new stuff, why can't you download older version for which you have the license key? It makes no sense for a company to continue to offer SW for download if it is no longer supporting it.
