The Earth's rotation is not slowing down by two milliseconds per day, it is slower than the standard 24h day by about two milliseconds. It's like all clocks are fast by two milliseconds/day, once in a while they need to be moved forward by one (leap) second to mantain the correct relationship between clock time and actual time of day. This is and unrelated phenomenon to the Erath's rotational axis moving around, which it actually does but not so much that the Earth can actually turn upside down. That's what's slowing it down now; all that water (and crust) moving takes energy, and that energy comes from the earth's rotation. I've been an astronomy and earth science enthusiast since I was a kid and I tell you if I had a cent for every piece of BS I've seen (mis)reported I wouldn't be complaining as much about the price of jump tickets today!
