For example, if I were a funeral director and wore a clown costume to work, it would be seriously distracting. The same holds true for shirt vs. no shirt. Depending on the environment *and* the gender, it can be inappropriate and/or a distraction, which keeps the work from getting done. Having been a nurse for 8 years, it is very clear to me that most people look far better with their clothes ON, and that applies to men *and* women.
