Ok why can’t I figure this out?

Whenever I try to make a new avatar I can’t do it.

I just have been trying to get this pic to be small enough so it will work.
I reduce it to where it says it is 9.5 KB but when I save it it is always over 27 KB.
The actual pic is about 2MB is there just no way to make a big pic small enough for an avatar?

what movie....snatch right?? if someone has a hog farm you should be scared of them since they can dispose of bodies...what did it take??? like 6 pigs can consume a body in like an hour or so??
