Also note that its a forecast, not truely a report, they can (and have been) wrong before. What this means is: At 3,000ft the winds are out of 020 at 18kts. At 6,000ft the winds are out of 020 at 11kts and the temp is 11C At 9,000ft the winds are out of 040 at 10kts and the temp is 2C At 12,000ft the winds are out of 360 at 17knts and the temp is -2C If you get a 9900 that means the winds are light and variable. That's pretty far away from the airport listed on the winds aloft site...
