The Secretary of State used to come third, and that was a problem during the Nixon administration because Henry Kissinger was foreign-born and thus ineligible to serve as President. Gerald Ford was never Speaker of the House. He only became President because he'd been appointed Vice-President when Spiro Agnew resigned. I hate it when I have to answer a history question when I know the answer they're expecting is wrong. The most common example is "which President ended slavery in the United States?" They usually want you to say "Abraham Lincoln", but the correct answer is "Andrew Johnson". "Be braver -- you can't cross a chasm in two small jumps."
