I get the impression you are referring to military-surplus PEPs as being uncomfortable.
I agree that most military-surplus PEPs are uncomfortable. First, they were designed for vastly different airplane seats. Secondly, they designed so that everyone who wears them will be equally miserable.
Like they told us at the Canadian Army Airborne Centre: "If you are comfortable, something must be loose."

Since the late 1960s, civilian PEP manufacturers like Butler, Eclipse, Flying High, GQ Security, Handbury, Jump Shack, National, Para-Phernalia, Pioneer, Parachutes de France, Rigging Innovations, Spekon, Strong, Westway, etc. have devoted huge amounts of time and effort and dollars to making PEPs more comfortable.
This is where parachute container design blurs into upholstery ... er ergonomic engineering ... trying to compensate for mis-matches between the pilot the seat was designed for (Yugoslavian Air Force jockey) versus the current pilot (a well-fed Texan).
If your "off the shelf" PEP is uncomfortable, it is the wrong PEP for your airplane.

I don't think that a rig, BASE or skydiving, on a commercial flight is "available for emergency use".

You didn't carry it onto the plane with the notion that it was a safety device to protect you in the event of an inflight emergency, did you?

Whereas, a pilot emergency rig is put on the aircraft with the express intention that the pilot might use it in certain circumstances.

There have been discussion in the past regarding the efficacy of getting out of a crippled airliner on your checked or even carry-on gear.

As I recall, the conclusions did not support it as a viable option.

You were either looking at military-surplus PEPs or civilian PEPs packed by a rigger who did not know how to read a manual.
I can make almost any civilian PEP comfortable, but some take longer.
