HOP 330 Brake settings

What brake settings if any do you use on the HOP 330 tandem main. I have seen them with only the steering set and the flare lines banded to the tail, with no brakes like the Icarus tandems. Any suggestions? Currently using no brake settings and getting firm openings not painful but firm.
