He has a mustache and a spanish accent and has a set of bongos or something. His catch line after insulting someone is "I'm just kidding", but he says it in a funny way. Last time I saw it was when John McCain was hosting and he even got McCain to do the "I'm just kidding" bit. Hilarious stuff. Anybody know who I'm talking about? An unlike many of the cast... he was and still is successful as a comedic and a dramatic actor...
