He has a mustache and a spanish accent and has a set of bongos or something. His catch line after insulting someone is "I'm just kidding", but he says it in a funny way. Last time I saw it was when John McCain was hosting and he even got McCain to do the "I'm just kidding" bit. Hilarious stuff. Anybody know who I'm talking about?
