What can do, if the gear seller was a trickster?

What can buyer do, if the gear seller was a trickster?
Some time ago I have bought a canopy from an Arizona’s skydiver and have transferred the canopy costs to him. But straight away this man has changed his phone number and e-mail address. I had luck to find out his new phone number, but it seems now that he does not answer me knowingly since he sees bell acting from abroad.
I do not live in USA and I do not know, how it is possible to force the person from America to carry out his obligations.
I know only his name and cell phone number. USPA knows a bit more about him, but they answered only that contact information for theirs members is considered confidential.
Can anybody give me a piece of good advice?

This does bring up a good point, I bought both my main and reserve, and some other misc. gear off this site and had NO problems whatever... but I had the sellers ship ALL the stuff COD... they can specify that the carrier only except money orders or cashiers checks... that way NOBODY is at risk... I have the goods at the same time I hand over the money, and the sellers have the money at the same time the carrier hands over the goods....

Yeah I still lurk now that my embryo jumping career is over...;-(
Go to your local police an tell 'em ALL the details. Then you need to motivate the FBI to investigate wire fraud. This is where your local cops come into it. They have much more chance of motivating another law enforcement body. It wont be easy but it IS doable. I've recently had a very similar experience and all it took was a single call from the FBI to the Rip Off Merchant and I got my money back. It took a few months but it workds...:-) I know it sounds very bloody drastic but skydiving gear aint cheap. Especially for an impoverished jumper.
Another method is to post something on rec dot anonymously asking for this person to contact you via a hotmail or yahoo or something e-mail address. Don't give reasons just a plea for him to contact you. Although this person is out of the sport it's quite likely that he /she /it maintains contact with someone still in the sport.
Good luck...

Thanks for your response. The question is that I do not live in USA: actually I am in the East Europe. And I can’t apply to FBI or police from here. I do not know, whether can make it someone instead of me in USA. I have doubt…
I already tried to find his traces through forums. It was successfully to me also (only one person knew him in all Arizona) and I even spoke with him. But he has again disappeared and any more does not approach to the phone and doesn’t answer for e-mail. So he knows my coordinates at present very well…

You can do one of two things. First, you could put this guy's name all over this forum and rec.skydiving along with everything you know about him. Second, you could give a person like ME (or the other guy that has already volunteered) the info and I would make sure he was personally taken care of. It is very unfortunate that there are people out there that still get away with this kind of crap. The people that harbor them are just as bad. These people are very naive to believe that they will not get waffle-stomped eventually.

Eric left out some important points in his story...:)

What happened is that we made a deal and agreed that he would send me half of the money up front and the other half when UPS verified that the canopy was enroute to Eric's friend in Canada. Upon receipt of the first half of the money, I placed the canopy in a nice rigger-roll, boxed and insured and shipped it off to Canada...

At the time, I was out of work -- having been in the middle of the dot-com crash. Actually, it wasn't until very recently that I became gainfully employed (many Unix guys are still looking). So when I was selling my gear it was in desperation hoping to keep from becoming homeless, and it didn't work.

When I received the last of Eric's money I had already had to vacate my apartment and so I did what any Deadhead would have done to fix the situation -- I went on tour (Stringcheese Incident, but close enough).

Here's where everything gets weird: Eric's friend in Canada wasn't there to receive the package and it was shipped back to the place I had shipped it from and of course, since I was on the road flipping grilled cheese for a living -- I didn't know till many months later that anything had gone wrong...

When Eric and I spoke about the matter, he insisted on getting the canopy instead of the money -- but at the time I was in San Francisco and the canopy was (still in the box I had shipped it to his friend in Canada) in storage at a friend's house on Arizona.

I promised to send him the canopy as soon as I could access it...

Well to make a long story a bit shorter -- I finally got a job and have been able to recover my remaining belongings. Upon inspecting the canopy I had sold Eric, I discovered that some foul and mysterious liquid had long ago leaked into the box rendering it useless...

I've already returned most of Eric's money via Western Union and he'll get the rest as soon as I get another paycheck.

If anyone doubts any part of my story, I am able to show physical proof of the shipping fiasco, Western Union receipts, etc. Hey, I may be bad at managing money -- but I'm no thief, or trickster.

Blue skies,
Michael

Sounds like someone who cares about his reputation, even if he wasn't named. Not enough to post his name (I might not either under the same circumstances), but enough to give the story.
Now if he'd get the original poster to add his part it would all be a happy family again.

There is nothing more dangerous than breaking a basic safety rule and getting away with it. It removes fear of the consequences and builds false confidence. (tbrown)
