I have never lived in any of the above, but I have serisouly never heard a bad thing said about San Diego. Aside from the fact that the cost-of-licing is a bit higher than some cities, but I am sure that your job would probably compensate for that.
Wonderful moderate temperatures all year
Large variety of things to do and see- Ocean, Mountains, Desert, Mexico. LA all within close reach
Near really good dropzones
If you really have a choice of all those cities, good for you!! What kind of job is it and do they have any openings Good luck!!

How much does licing cost and is this something you do regularly?
Does Portland mean you would be flying for Horizon or Alaska Air? Pick that. You can commute easily from anywhere in Cali.

San Diego is a really cool place BUT DAMN expensive. I think I would pick Houston. Great skydiving all year round. Cheap to live. Texas Women.....
You obviously haven't been to the "Port O Call." 78 West 400 South, Right downtown. Good food, great beer, lots of hotties!!!! I liked it so much I just went ahead and bought a membership.
