Sure, there may be cases where the speaker has a mental or physical defect that renders him unable to pronounce the words while the rest of his cognitive abilities remain unaffected. In most cases, though, it's an indication that he simply never bothered to learn the correct pronunciation of the words. Misspellings, poor grammar and all-caps messages dilute the effect of a post. They sometimes even render it incomprehensible. A person who can't express himself well by writing is going to have trouble expressing himself on _any_ forum where writing is the only means of doing so. Having a dictionary available, or even using the grammar and spell-check capabilities of Word, can help get your message across more effectively.
