Generally speaking I think I wouldn't contact the US intelligence services unless it was either strongly suspected or actually known it would happen in the US. Ahhhh, now that I've read the article and know what you're talking about. If dealing with a known terrorist and a known threat it's very tempting to step over the line. The US doesn't allow for torture, but we have "allies" that will do it for us on a moments notice so we can keep our moral high ground. To me, it really doesn't make any freekin' difference and a certain amount is going to happen even in the "best" of situations.
