Yup. We have all kinds of rules, too. The basic idea is not to assume that someone will interpret your comment in the way you intended. And it's just as against the rules for a woman to make lewd comments to the guys, or stare at them, as it is for guys to do the same to women.
It's just that there are more women who might complain. In our culture, it's the guys who do most of the advancing, which means that the women get to do the defending. That seems to be in part driven by biology, since it's pretty generalized -- most of the sexually-segregated societies protect the women by separating them, and not the men.
And there are women who like wearing a scarf and modest clothing, because it makes an unmistakeable statement that such comments are not welcome.

you know .... maybe as Americans we all need to just grow some skin and quit being such thin skinned pansies. we are legislated to be more tollarant towards gays, minorities, women, children, what about being tollarant of eachother. why is it everyone has to have a title? like you would see in the news...."white man robs black man..." why not drop these little titles and report .."man robs fellow man" ....and just be decent human beings. it seems to me everyone has to feel important in some way or receive pitty in some way...lets all feel sorry for everybody that has an affliction of some sort no matter how minor it is.

Actually, that is the ONLY time I have ever felt sexually harassed, and I haven't worked in the most "nicey nice" places, either.
About 14 years ago, I had a female boss who told me who and who I could NOT date, on my own time, in my own life away from the office. Turns out, she was interested in the guy who worked with us that was interested in me...
So she told me I couldn't date him. Call him, see him, whatever. One instance he brought me some KFC for lunch, and she grabbed it away from me and threw it out. She'd call my home after hours, and "check" up on me. She would call him, and then me, and if we were both gone, she'd sit in front of my place waiting for me to come home. Yes, friends and neighbors, she was a nutjob. And ugly, too, come to think of it.
I reported it to the District manager, who told me to fend for myself...and then I started getting these warnings, and whatnot. Of course I kept records, and various other things, about what I was doing and how I was performing, and had her place my notes in my personnel file. Of course that made her lose it, so she fired me.
After another unsuccessful call to the DM, I contacted the EEOC/Fair Employment and Housing, and lodged a complaint. At first they wouldn't take it because they didn't see the "sexual" part of it, but eventually they did. They took it, investigated it, and I got back pay, a small $$ settlement, and they fired my boss...and closed our office. Seems performance dropped drastically once I was let go. Geez, I wonder why???
Anyway, if I wear something low cut, look all you want. I know what I'm showing. If I cared about it, I would wear something else. Likewise about sexual jokes...if I don't want to hear them, I don't stand there and listen. If the joke is clean and then the pucnhline is bawdy and not appropriate to my tender sensibilities, I just remember to not hang with those folks again...it takes a great deal to offend me. Why, one year at Hallowe'en, I went as an anatomically correct female flasher. I won the costume contest at work that year.
We women need to remember that it's not harassment if someone thinks we're special, or have on a nice dress. Sexual harassment is when someone says you will sleep with me or lose your job (or, as described above, DON'T sleep with someone or you'll lose your job)...it's about abuse of power, abuse of authority...not if someone looks at me a little too long.

I'm not sure if that was sexual harassment or not.
I was recently IM chatting with a girl at work and she got my username confused with someone else. Once I realize that she thought I was someone else I started really pushing the envelope. Nothing too crude, just asking her to mail a pair of panties to me and stuff like that.
She kept making comments like, "you must be on coke," and stuff like that. Her husband is my boss and they both have glass offices near my cube and I could watch them both. It looked like she was relaying the info to him - I could see him cutting up and he never does that. I was thinking, "these guys must be swingers."
Well, I left that Friday afternoon and when I got back to work I could tell that an admin had been in my PC. Next thing I know they called me in for SH.
I thought it was a raw deal, that the problem was because she realized it was me and not the person she thought she was chatting with.
I even felt like she was covering her own embarrassment by accusing me of harassment.
I have to admit they were pretty nice about it though. I apologize profusely and her husband said, "I think she is going to forgive you."
That's the last I heard about it.
She's just so cute and flirty that I couldn't help myself. I don't think I harassed her though.

Yes! Definitely! It's all fruits and nuts here, the traffic is awful, the smog is everywhere, and the skydiving sucks. Stay away!

Gosh, I had something very similar to what happened to you, Michele, happen to me at a past job. My boss was VERY physically beautiful, though. The man that she was interested in was the owner of the company that she and I worked for. He was her secret lover as he was married, but he wanted me. I just wanted to do my job. I worked hard, until I could leave for a better job with the nicest female boss that I have ever had. Eventually, she (the first boss, not the nice one) was fired for her ineptness. Karma does work sometimes.


One time, a female co-worker came into my office and asked if she could use my dictaphone!

...I mean, why can't she just use her finger like a normal person??

I agree with you 100%. It's the same thing I would expect a man to do, if he didn't like something he heard. And as for the situation in that office, that's total bullshit. That went way beyond sexual harassment, that was STALKING! And I totally agree that it was a situation which deserved to be brought up to the proper authorities.
Notice the "rarely" part of my statement. In extreme circumstances, such as you described, I think it is totally appropriate to claim sexual harassment.
I, too, would consider myself a person that was not easily offended. And I know some women are. But compliments on how you look (even catcalls) should not be seen as sexual harassment...it is the type of abuse of power that you mentioned that is harassment, and that's the reason that I feel that SH lawsuits have become a joke, and claims have been taken too far.
How can you take a claim like yours seriously when there are so many women that say "he looked at me the wrong way" causing the authorities to think that all women are "crying wolf"?
