Has anyone heard of this?

All its doing is connecting you to a Proxy server they have set up on their side. Its not worth it since 99% of the speed issues a normal user has is in the phone lines and not their ISP. the Plain Old Telephone System just was'nt designed to move data fast and only by having new lines and beinf close to a central office are you going to move the bottleneck away from your phone lines and to the IPS.

A better option is just to spend that money on DSL or Cable ;)
