Bush Sr. stated himself in an interview on the History channel that the only reason they stopped and didn't go into Baghdad, and didn't go after the republican guard (which was one of the stated objectives of the mission) was so as not to piss off the other arab countries. So, instead of going after and neutralizing the trained and loyal troops, we slaughtered the retreating inductees. Not that we shouldn't have attacked armed troops in the field, but we should have prioritized our actions based on the stated objectives and not claim we let the republican guard go for any sort of humanitarian reason.
