Keeps your canopy from opening too quickly. Modern parachutes generally use a slider, but older parachutes used more complex systems - rings and ropes, or pilot chute controlled reefing. Some ejection seat systems actually use cutters to release the skirt, I believe. (yikes)

Is it a extra line to attach a flag banner?
I thought of a nother possible thing... a non attached deployment bag. The spectra line is used to pull the entire d-bag and PC in to the jumper for an added reduction in drag....
If once you start down the dark path, forever will it dominate your destiny, consume you it will....

You use it to pull the bridle down out of the way, reducing even more drag for the pocket-rocket canopies, sort of like the CReW stuff, but more intense and designed by you?

yes Bill its called ACES 2 ejection seat, uses a reefing line to slow the opening of a C-9 round canopy. cutters are attached to the canopy and they cut the reefing line so that the canopy can fully inflate.

The mod is called (named after its designer) a BiZarre bag. (Brian Shaw or as you may know him, Beezy)... test jumping reserve canopies without bridle attachments usually means direct bag static lining or freebagging. Since we can't spot very well we usually lose freebags. Static lining means subterminal deployments. We need to go to terminal and we want to keep our bag... ala, the BiZarre bag...
The pilot chute and bag are tied to a rear riser link. Be sure to keep the line outside of the slider and allow a few extra feet. You need to use very strong line. Snatch force will exceed 300, 525 and even 725 lb. spectra. A collapsible pilot chute is prefered...
We stow the line with the suspension lines, then stow the slack in the rubber band on the bridle. Works pretty well for us but don't try this at home (usual disclaimer here).
