City backing out of free-fall event

The city of St. Joseph has backed out of deal to co-host a free-fall convention at the municipal airport next summer.
Rosecrans Memorial Airport Manager John Cox said the city stopped negotiating a lease agreement with the World Free Fall Convention Inc. because of security concerns, construction conflicts and pending litigation between the group and the city of Quincy, Ill.
“The lawsuits certainly didn’t help,” Mr. Cox said.
The St. Joseph Convention & Visitors Bureau had planned to co-sponsor the event, but also has withdrawn its support.
The event, which involves sky-diving activities over a 10-day period, has been held in Quincy for 12 years. The convention promoter, Don Kirlin, has been talking about moving it, possibly to St. Joseph, since 1997.
Public Works Director Bruce Woody said the economic impact of the convention was estimated at $6 million, including fuel sales, food vendors, camping and live entertainment.
The promoter wanted the city to provide services Mr. Woody estimated could cost up to $400,000, including full utilities for a 35-acre site on the airfield west of the crosswinds runway. He said the aviation, street maintenance and traffic and water-pollution-control divisions of his department would have to make a significant investment of time to the event, as would the police department.
Mr. Woody recommended the city invest no more than $130,000. The lease also would have to adequately address liability issues, he said. As lease negotiations stumbled and concern grew over whether municipal and Missouri Air National Guard construction projects could be completed in time, city interest in sponsoring the August 2002 event waned.
Then in mid-December, a reporter from the Quincy Herald-Whig contacted Mr. Cox for an article the newspaper was doing. The newspaper reported the convention promoter had filed suit Dec. 12 seeking more than $300,000 in damages, claiming the city reneged on agreements and failed to work in good faith with
organizers. The suit alleged that “excessive and unreasonable policing” during the 2001 convention interfered with organizers’ relationships with participants, spectators and vendors.
The lawsuit was filed the day that Quincy city officials set as the deadline for the convention to pay $45,000 for police, fire and other services.
On Dec. 18, St. Joseph’s interim city manager, Vince Capell notified Mr. Kirlin that “we feel it is not in the city’s best interest at this time to pursue hosting the convention in 2002.”
If a lease agreement can be worked out by April 5, the city would consider supporting the event in August 2003, Mr. Capell said.

Well, I'm sure it'll work out, it better, I want to go! :)The old Army Air Corps/Air Force base, Perrin Field in North Texas would be perfect because of size (the run way is long enough for full sized airliners to land and take off) and the lack of normal air traffic anyways would make it a great spot. Though I'm sure that'll happen just about when hell freezes over, actually, probably after hell freezes over, thaws and freezes again.

Isn't that kinda like a yard service showing up and cutting your grass. Then sending you a bill when you had never asked them to in the first place.....:)St Joe?!?!?! I hope it goes there.....I have a good friend that lives about 15 minutes north of there. Give me a good excuse to visit.....

My ideas for Quincy 2002:
1. The old Navy base in San Diego. It's in the middle of about fifty square miles of nothing, between Tijuana and Chula Vista. Huge runway, plenty of landing area, 1/2 mile from the beach (beach landings and amusing water swoops.) Close to Chula Vista (fairly cheap hotels, food, beer etc) and close to Tijuana (cheap everything.)
2. Laughlin, NV. Forget RV hookups - have it next to a casino, and get rooms for $14 a night. Miles and miles of empty desert to land in, a big river to swoop and swim in. Big airport right across the river (2 minute bus ride to loading area.) Bill it as a way to attract people in the off season. They certainly have the capacity. Drawbacks - have to change the date a little (August will kill you, unless everything is AC'ed.) It would also be surreal to party with the local 70+ year old chain smoking gamblers that make up its normal population.

It is good to see that you guys have your priorities straight. Instead of worrying about where the WFFC might be held, you are rooting for hookers. Come on, boys, you aren't that hard up, are ya?

Are you talking Imperial Beach or Miramar? I think they were both USN Bases at one time. Although I believe Miramar is USMC now. Who can keep up with BRAC; our peace dividend.
Love the thought of anywhere in Nevada. They wouldn't even notice us there. Just another bunch of crazies. With beer. Lots and lots of beer. And some of the best looking wormen around. After the lots and lots of beer that is.

IB. Miramar is still active, and I don't think we'd fit in with the Marines somehow.

Never say never.
You may be surprised how many Marines, but current and former, jump. Having been part of the USMC propaganda machine, I know a major event on a rarely used base can be a great PR tool. You never know what can happen until you talk with the base Ops head or the PAO. You may find yourself with aircraft support. Nothing's better than getting out of a CH-53E at 10k.
