It's just their turn in the rotation. Unless the top candidate in the service next up really fucks up, the services take turn posting a CJCS.

As far as shoot first, ask questions later, that's a misconception. The branch that holds the CJCS really won't change much in terms of the doctrine of how the others train their people.

Yeah, but think about what would happen to the Air Force if their PT test was changed to a full on PFT? People would die trying, or the Army would have to take over all the flying again.

It already has been changed to a full PFT. No more bike test. 1.5m run, pushups, situps, abdominal measurements.
