I've figured out how Bush's plan to return to the Moon will work:

If the debt being accumulated by the Bush administration were to be stacked in $1 bills, the pile would grow at a rate of 4mph. After a year it would be 24,000 miles high, you could wrap it around the equator.

Assuming GAO projections for the next 2 years to be correct, the accumulated debt from Bush's 2 terms in office would be equivalent to a stack of $1 bills that would reach to the Moon.
