All this article says is that USAID is running a project that had cost over-runs due to increased overhead costs driven up by security concerns. A few questions I would have are: - what organization is conducting the audit that caught this? It says who wrote the audit - did they conduct it as well? - what is the total budget for USAID's efforts in Iraq? The article mentions one project and some #'s associated with it. Is this a significant portion of USAID's budget for Iraq or a small one? - did any other USAID projects experience such over-runs? were they on a similar scale? hidden in the same manner? - what did the project manager for the project have to say? Anyone who dug up this data should be able to name the PM and have attempted to make contact. Among many others. Folks running these projects in gov't are typically career civil service and not political appointees. Be interesting to see what a full audit would turn up over there. Cost over-runs are typical in virtually every program that the government runs. Look at medicare/medicaid or the new prescription drug plan. Not the first cost over-run and it won't be the last. Won't be the last accounting trick the gov't pulls either. Due to the shoddy journalism the article exhibits, I think it a slam on the war in Iraq and GWB. Were it not, the coverage would have been more thorough and a few of the questions I brought up would have been answered therein. Seriously read up on it. I know some of their former employees. It is quite eye-opening about contracting in Iraq and corruption and will probably send you into low earth orbit. As a minor aside, I don't believe that a Dem. as POTUS would do better in this area. Our government lacks oversight (well, just about any modern gov't does) and has a certain level of corruption to it. Numerous agencies and companies have exploited this in the GWOT.
