With only two years left in his term and a congress working against him Cheney will be more or less a lame duck, same as Bush. A Pres or VP of a country resigning midterm is a very serious deal, one that can have far reaching consequences (good and bad) in foreign relations. Also, though Cheney's actions are less then honorable, they pale in comparison to what Agnew had done. Any accusations of illegal activity by Cheney are still up for debate, whereas Agnew's crimes were pretty much cut and dried.
