I bet it would likely be a nice constant line for both parties and about equal BV thinks the party in power is corrupt and the other party isn't so much. "power corrupts" and all that. I think that both are corrupt all the time and only the one in power gets more attention. I think the positions of power attracts the corruptible and the difference between the party in power vs the other isn't that big a difference in the perception of power that attracts these guys. the same graph would also support that statement ...
