It meant in antiquity basically anybody over the age of 15 in a county who could be conscripted by the sheriff to assist him. It was something from around 1400, as I recall, that first appeared in English law to allow sheriffs to deputize (probably conscript) locals to help him. Think of The Sheriff of Nottignham and his posse. It's the same way. In the US, the Posse Comatatus was created because of the problems of the military in the Reconstruction South.
