While I'm not clear on the start...she was clearly out of control in the cruiser...but I also think there are some dynamics to citizenry being aprehended generally speaking...they panic, it's a scary situation if you've not experienced it before. The urge to fight or flee I think may be a normal reaction. Given the typical overwhelming force the police are required to use these days because of what they have to deal with...these incidents should not be all that surprising really. The other ones I would have to question, when she starts kicking the windows IMHO she is fair game. Again, after getting her out a second time I would have to question that. I wasn't there so I'll say appears, but I would venture to say this officer has some 'splaining to do.
