It's wrong to assume that others are stupid just because they're not like us, or don't share all our values. I rather doubt that any nation will use nukes. They'll rattle them like sabers, and we'll hope that they keep them safe. Individuals or small groups (i.e. terrorists) are far more likely to use nukes. That said, I think we're making far too much of Iran right now, and trying far too hard to maintain our "position as world moral leaders." We pissed that one away by invading another country (Iraq). Would you believe that at one point Sweden and Norway seriously considered nuclear weapons programs?
