I'm laughing at it because I think it's cute and not what I would expect to have made it through CIA Public Affairs.

Should I put one on my carry-on luggage to get through TSA screening quicker?

It's been suggested that it's a take off on the Ghostbusters movie logo, although it would seem more appropriate for the NSA to be associated with a motto inspired by Ghostbusters: "We Know Who Ya Called."

Well, the design could receive some criticism. Think Baader-Meinhof Group/RAF, IRA.....

I'd say CIA is following the advice given in your signature line.

Unfortunately I don't think the TSA has a sense of humor that they're aware of, so I would probably distance myself from the logo at airports.
