I did not mean it as an Insult; we have had very good lives in this country. Even now we are at war but the average citizen still goes to work, doesn’t have to worry about an enemy tank coming down Maine Street.

We simply are not used bombs going off in our homeland. Other countries have become more desensitized to such things simply because it happens more often.

I did not mean to call us pussies. We have the best military in the world, and countless acts of heroism that these American men and woman have done.

So in no way I meant it as an insult but can sure see how it could be taken that way.

There’s lots of doctrine on nuclear weapons. I think your referring to the National Strategy to Combat WMD or the 2001 Nuclear Posture Review (NPR), relaeased in Jan 2002: SecDef Rumsfeld’s cover letter to Congress, who requested the NPR & excerpts leaked to the LA Times. National Security Presidential Directive (NSPD)-14 remains tightly classified, which is thought to deal with nuclear weapons targeting:



I likely would have read it from a transcript of a Bush speech rather than a summary of classified documents. A doctrine declaring intent to respond in kind doesn't work well if it's not clearly stated. (See Dr. Strangelove)

A hard to trace nuke by a terrorist group (iow, nationless opposing force) would be a small one. Substantial casualties no doubt, but not the sort that would flatten LA or Chicago. But even those are likely to have a trail of evidence, and any full blown thermonuclear one will definitely have an owner associated with it. Short of taking out Langley and DC simultaneously, there will be a response.
