Enough velocity to penetrate the skull without going out again and then the round has enough energy to mascerate the brain. A law-enforcement friend of mine has a neat scar where a 22 hit him dead in the middle of the forehead, bounced off, and dug along the bone under the skin to the back, then exited. The old-school hitmen would make sure the bullet entered through the base of the skull for best effect; Mossad hitmen used to just empty 20 rounds of .22 into the chest to make sure it was cole-slaw in there. I think his choice of caliber had a lot to do with the fact that in Australia, virtually all guns are banned.
