It depends on the context. The puppet named Achmed is not offensive. Perhaps his use of the puppet by perpetuating stereotypes is offensive to some. I've seen his routine and it isn't funny but not because I'm offended.

I'm sure it's offensive to some people. Hell, Dunham even says in the bit you linked that you can't tell jokes like that because they'll offend people.

Of course the fact that it might offend some people doesn't bother me in the least. I tell offensive jokes all the time.

Most of his characters is a parody of some group. It's comedy-hit or miss. Achmed has fewer funny bits than most of his other routines but it doesn't hit Muslims any harder than his other routines hit their target group.
