Other than pardoning Scooter Libby (who should be shot imo), I think Bush will make every effort for as smooth a transition as possible. I believe the Clinton Administration came in to a White House with a trashed phone system (miscabling left and right), and I wouldn't be surprised if they passed it forward to the next Bush. Given the state of affairs, I would hope the current Administration would put the country's interests above such pettiness, and leave the office with dignity.
