What does matter to me is that in the candid moments, on important issues, without a teleprompter, he hasn't put together a cogent thought much of the time. The turning point for me, was when he needed to use one to introduce a nominee for his cabinet (I think it was for HHS). The introduction was less than 30 seconds, and he couldn't use an index card to touch on two or three bullet points before relinquishing the lectern? Sorry, he's too reliant on it. President Bush's weakness with using a teleprompter was that he's dyslexic (like his father), and while he didn't enunciate well, he was sharp off the cuff much of the time, and when the cameras weren't on him, you forgot who you were talking to...he's so matter of fact. I've not met President Obama, so I can't compare those latter points. He's got the charisma, so it's probably a non-issue.
