Ah, so you are unsure why Mars is warming, and why Uranus is cooling. Fair enough; we know very little about the climate on those planets. But unless you believe they orbit different suns, it wouldn't make much sense to claim both were due to solar effects, now, would it?

In any case, solar radiation (what we actually measure here on earth) is decreasing due to a very low sunspot cycle.

Exactly. The rhetorical effect being that his quote appears to be supported by recorded history. Framing it as if it actually happened, therefore giving it weight. It doesn't matter what fictional universe Heinlein put the quote in, the reader is in this universe, just like Rome was.

It is absolutely calculated to give that effect - it's why our Texan friend incessantly quotes it as a substitute for real thought or argument.
