this concept is called pump storage, it is used in some places,
it works if:
- the basin downstream of the dam has sufficient capacity to hold the water
- there are no issues with fish and other critters
- there are no mandatory flow rates
- there are no downstream users that rely on water levels
- etc.
- there are not too many locations that are suitable

unfortunately all the tree huggers, fish lovers, fishermen, industry, kayakers, water plants, etc. all have their "needs" and they all want them met, it is hard to have that many goals and meet them all successfully

of course - nothing is impossible if you throw enough money at it

Give one city to the thugs so they can all live together. I vote for Chicago where they have strict gun laws.

One promising site is right next to Lake Elsinore (LEAPS.) They've been talking about it for some time.
