Mate I've been there done that. when you were playing with GI Joes I was in Tehran being bombed by the Iraqi air force. I've seen more AA and dead bodies then i care to remember.

The issue is that this world is passed dictators. We just don't have the time nor the energy to deal with them. Punishment of criminals takes one or more of several forms:
1) Remove them as a threat by imprisonment or death so that they're not out there damaging society.
2) Rehabilitate them so that when they get out they can make an honest living without being criminals anymore.
3) Punish them & make it visible to act as a deterrent to other potential criminals. When they see what happened to these criminals, maybe they'll be deterred from committing the crime.
