There's a 2 cent/kwhr federal tax credit for wind power, and individual states have some pretty good incentives as well. California, for example, has an incentive program that essentially guarantees wind power producers will be able to sell power at their price target. If I understand what you wrote, the credits are for producing wind energy not building the turbine itself. So you could buy one made overseas and assemble it here and get the credits. how about we double the credits if the turbine was made here in the US, or a reduction in tax to the company that builds them here in the US. That sounds reasonable. I'd go with the first option since that rewards people for actually producing power with US turbines; that encourages efficient design.
